A sex offender whose conviction was handed down prior to July 1995 but was imprisoned or placed on parole by that time would have also been required to register and, if not an escapee or delinquent, would be on record.

Or the site could be under maintenance or not regularly updated.

There are two websites that offer public access to US court dockets. One is the US Courts or Federal Judiciary website. To yield criminal records, you will have to track down convictions in the District Court or the Court of Appeals, for example.

You may also start your search by Circuit Court (e.g., Federal), or by State then County. Clicking on the state of NM will turn up a page with a click-able list of all the courts within the state (e.g., Albuquerque, Santa Fe, etc.), from district courts to pretrial offices.

Your second option is to use the Public Access to Court Electronic Records website. But since the NM Pacer Site is strictly for the state's Bankruptcy Court, the data you get may be useful only if you are conducting a background check, not necessarily confining your research to New Mexico criminal records.
