disability could also be mental or intellectual, wherein cognitive
capabilities
are not fully usable. The
current view of disability
aims to allow the handicapped to become fully integrated members of
society and
it is seen as a collective responsibility of everyone to make this
happen. At
its very core, the issues governing the handicapped are related to
human rights
and as such, it requires social change. Where
Abuse of the Disabled
Occurs
Because
the disabled may become
helpless without the aid of assistive devices and handicap-friendly
facilities,
abuse of the disabled becomes a crime that is all too easy to commit.
In fact,
some people may not even be aware of having committed a crime against
the
disabled, since it could start with the smallest act such as a refusal
to allow
the disabled to receive their due, whether it is priority when taking
the
elevator or getting the handicapped parking slot closest to buildings
and facilities. Other
instances of abuse of the
disabled could happen within service delivery centers, such as homes
for the
aged and disabled, where there could be a shortage of manpower or a
lack of
training and education on the part of the caregivers. Even hospitals
and
nursing homes could be sites wherein abuse of the disabled could occur,
without
the right supervision. It is even more surprising that abuse of the
disabled
can also happen in homes and schools wherein the disabled are regarded
with
condescension or ignorance or when others who are not disabled are
given
special favor. Abuse
of the Disabled in the
Real World
In
the workplace, people with
disabilities may not be hired because of the limitations of what they
can do.
For every employer that proudly declares its equal opportunity policy
is
another that will not hesitate to pass on a disabled individual for
employment.
On a more extreme level, there are hate crimes that are targeted
specifically
towards the disabled, wherein they are treated with discrimination and
disrespect, whenever the occasion rises. There
are key laws and
regulations that pertain directly to abuse of people with disabilities,
all of
which stipulate that they are entitled to the same rights and
responsibilities
as every other citizen of the country. The difficulty lies in
identifying when
the crime happens and reporting it to the proper authorities, since few
people
will make the first move. When violence is involved, there should be no
hesitation whatsoever in calling the police and seeking assistance.
When hate
crimes are perpetrated against the disabled, then the culprit will be
